netsh emits in the OEM code page (CP866 on RU Windows); the modern console showed it as 'DHCP ╤Г╨╢╨╡ ╨▓╨║╨╗╤О╤З╨╡╨╜╨╛...'. Our own English Setting/Done lines remain, and Get-NetIPAddress already prints proper Unicode.
